The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) invites all potential suppliers (the “Bidders”) to submit proposals for the above-captioned Request for Proposal (RFP).

This RFP is comprised of the following sections and attachments:

1. Introduction

The Global Fund is a 21st-century partnership organization designed to accelerate the end of AIDS, tuberculosis, and malaria as epidemics.

Founded in 2002, the Global Fund is a partnership between governments, civil society, the private sector and people affected by the diseases. The Global Fund raises and invests nearly US$4 billion a year to support programs run by local experts in countries and communities most in need.

The Global Fund is a financing institution, providing support to countries in response to the three diseases; we do not implement programs on the ground. Global Fund staff, all based in Geneva, Switzerland, come from all professional backgrounds and more than 100 different countries.

2. Background

Application Services Team intends to institutionalize and streamline existing processes for Application Development & Enhancements to enable an efficient, predictable, and continuous delivery model that works in conjunction with ongoing support services. This will ensure better knowledge management, high quality deliveries and value for money digital solutions.

Application Services Team has separate Long Term Agreements with various vendors for Salesforce and Non-Salesforce streams. As all the contracts are getting merged in 2022, it is preferable to have 1 common Contractual mechanism across the application streams covering desired vendors.

During the year, the Global Fund may ramp up/ down based on the demand inflow from business stakeholders and sponsors.

3. Scope of work

Following are the major areas in scope;

• Deliver new functionalities/ projects and/ or enhancements through iterative & incremental delivery for Application Services that is prioritized by business stakeholders in consultation with IT
• For the solution deliveries:
  • Adapt agile/scrum/hybrid model, define agile/ hybrid working processes, methods, tools and metrics
  • Design, build, test and deliver stories into IT/UAT/Production environment
  • Conduct unit and SIT testing and support UAT
  • Conduct research, design, prototype, and other exploration activities
  • Assists the team in preparation for solution delivery activities, including Sprint Planning, System Demos, and the Inspect and Adapt.
  • Deliver the solutions with acceptable quality, on time, on budget and as per sign off criteria agreed
  • Help the team embrace agile/scrum practices, adopt and apply agile Principles as necessary
  • Discusses demand and requirements, advice on best profile for issue / need stated
  • Coordinate search when replacement is needed or different skill set is needed
  • Provide effort and cost estimates
  • Incorporate feedback/ lessons learned sessions with TGF after implementation and improve performance of future projects.
  • Report on project/ delivery progress through pre-defined templates
