Design and Construction Services (Turnkey)

Asian Development Bank (ADB) invites Expression of Interest on non-committal basis from engineering, interior design and build firms for developing engineering, interior design, and commercial office fit-out. The space is a commercial leasehold of approximately 2600 square meters at the Serena Business Complex, Islamabad, Pakistan.

Through this Call for Expression of Interest (EOI), ADB will shortlist firms for a potential limited tender (Request for Proposal), based on the criteria indicated in this EOI process, including:

(i)  Should be a registered firm with independent legal existence in an ADB member country for a minimum five (5) years. Please submit relevant certificates. Joint Venture agreements are acceptable.

(ii)  Have past contracts in design/build interior fit-out (turnkey) of commercial office space with at least US$200,000 average annual revenue over the past three (3) years from 2019- 2021. Kindly provide evidence of annual revenue for the three years.

(iii)  A minimum of five (5) years’ experience in developing architectural, interior design, engineering (MEPF), ICT, and security installations within Pakistan. Please submit a recent design and engineering portfolio within the past two (2) similar projects within Pakistan with design and fit-out by the firm. ADB may review these buildings.

(iv)  A minimum of five (5) years’ experience in project management and construction of interior fit out works of commercial office space. Please provide details of at least two (2) clients.

(v)  The firm should be familiar with the Local government guidelines related to construction in Pakistan, international design and building codes, and best practices. Please provide relevant documents.

(vi)  The firm should be a registered entity from an eligible member country of ADB; should not be under a declaration or record of ineligibility for corrupt and/or fraudulent practices issued by ADB; and has not been sanctioned nor be ineligible to enter into transactions with ADB or any other multilateral development bank or institution and along with its sub-contractors, if any, have no pending litigations that represent more than fifty percent (50%) of its net worth. Please provide a declaration for these requirements.

Please note that only the firms that are prequalified through this Call for Expression of Interest may be considered for submission of bids to a subsequent limited tender (Request for Proposal).
