The European Court of Auditors (ECA) (French: Cour des comptes européenne) is the fifth institution of the European Union (EU). It was established in 1975 in Luxembourg.

The European Court of Auditors (referred to below as the “Court”) is planning to award a service contract for the provision of services for the Operations and Evolution of its IT infrastructures, resulting from the above procurement procedure.

The procurement documents consist in the contract notice, the invitation letter, the draft contract, the tender specifications with their annexes and the model offer.

This invitation to tender is in no way binding on the Court. The Court’s contractual obligation commences only upon signature of the contract with the successful tenderer.

Up to the point of signature, the Court may cancel the procurement procedure, without the tenderers being entitled to claim any compensation. This decision must be substantiated and the tenderers notified.

Tenderers will be notified of the outcome of this procurement procedure by e-mail. The notification will be sent to the e-mail address provided in the tender for the tenderer (group leader in case of a joint tender). The same e-mail address will be used by the Court for all other communications with the tenderer. It is the tenderer’s responsibility to provide a valid e-mail address and to check it regularly.
