    Item Description:

    The European Banking Authority (EBA) is a regulatory agency of the European Union headquartered in Paris. Its activities include conducting stress tests on European banks to increase transparency in the European financial system and identifying weaknesses in banks’ capital structures.

    The EBA referred to below as the contracting authority, is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. All documents are available in the attached ZIP File.

    Objective of this call for tenders

    The Agency wishes to procure medical and other services provided mainly in English for their current and future staff members.

    The scope of the contract is defined in the legal provisions governing working conditions detailed as the pre-employment medical examination in Article 28(e) and 33 of the Staff Regulations and Articles 12(2)(d), 13, 82(3)(d) and 83 of the Conditions of Employment of Other Servants of the European Union (CEOS) and as the annual medical examination in Article 59 of the Staff Regulations applicable to temporary agents and contract agents (hereon after referred to as ‘staff member’) of the agencies (EBA, ESMA and GSA), furthermore, Section 3 of Annex 2 of the Staff Regulations as participation in the Invalidity Committee, respectively for EUISS, Article 6 and 31.4 of the EUISS Staff Regulations are applicable.

    The legal provisions connected to the processing of personal and medical data are the applicable provisions of the GDPR, the Regulation (EU) 2018/1725 of the European Parliament and of the Council of 23 October 2018 and the Guidelines concerning the processing of health data in the workplace by Community institutions and bodies. The Contractor is obliged to comply with the legal provisions concerning the processing of personal and medical data while rendering the services.

    The contractor must be able to provide the following services to the agency:

    1. Pre-employment medical examination
    2. Annual medical examination
    3. Preventive services
    4. Health and wellbeing campaigns
    5. Counselling/psychological/psychiatric consultation
    6. Management of Invalidity cases

    Other requirements:

    1. Medical files (archiving and transfer)
    2. Processing of personal data by the Contractor
    3. Auditing
