Provision of services for the improvement of BBmap App visual analysis capabilities

Item Description:

The International Telecommunication Union (ITU) Procurement Team is looking for a company to provide the services for the improvement of BBmap App visual analysis capabilities.

The objective of this solicitation is to improve the Visual analysis of the BBmap with the addition of new layers to the current application.

The service requested aims to add-on to existing public interface: – Regulation Generation -> 1 layer; country aggregated layer; data provided by ITU on Excel file – National Mapping systems -> 1 layer; country aggregated layer; data provided by ITU on Excel file Testing and development interface – Create a mirror site with administrators restrict access for testing and development: – Spectrum usage for IMT -> 1 layer; country aggregated layer; data provided by ITU on Excel file – School location and connectivity -> 1 layer; Geo-reference layer (point); data to be by ITU provided in cvs format. The ITU BBmap app is composed of three main components: A spatial database (Postgresql/Postgis), a geoserver and a website. – Database storing vector data and attributes data o The database uses PostgreSql as DBMS with Postgis extension for geospatial data. o Runs on an Azure Database for PostgreSQL (https://azure.microsoft.com/en-us/services/postgresql/). o Stores geospatial data (vector layers) and data tables. – Geoserver storeS raster data and to serve data (raster and vector) as flow –> WMTS, WFS and VectorTiles o Geoserver is setup on a Centos OS 7 VM, version 2.17. – Website for Users to access data on a dynamic map and graphics. o The website is written in html and Typescript / JS with angular framework and OpenLayers for mapping. The “transpiled” files are serve by Azure Blob Storage The detail of the technical specifications for the required deliverables is available on Part IV of this solicitation document.
