The European Bank for Reconstruction and Development (the “EBRD”) is an international financial institution. Invitation for Tenders N° 37 DR3/2021
This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (http://www.ebrd.com) on 20/04/2021.
The National Office for Electricity and Drinking Water (“L’Office National de d’Electricité et de l’Eau Potable” or “ONEE”), , here in after referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of ONEE Water Supply Project.
The Employer now invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the loan: Rehabilitation of the wellfield production installation Ouled Abdallah- FQUIH BEN SALEH
Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
- The tenderer must have an average annual turnover of at Nine million Four hundred thousand Moroccan dirhams excluding tax (9.4 MMAD), which is the total of mandated payments received for on-going and / or completed contracts during the last three (03) years (2018-2019-2020).
- Experience as prime contractor in the context of at least one (01) case of similar nature and complexity during the ten (10) years and include:
“Construction and equipment of MT/BT under cab electrical transformer stations with a power of 400 KVA or more”

All tenders must be accompanied by a tender security of One hundred and Twelve Thousand Eight Hundred Moroccan Dirhams (112.800,00 MAD) This should be consistent with paragraph 17.1 of the Instructions to Tenderers or its equivalent in a convertible currency.
The project site visit is not scheduled for this project.
