Replacement of mechanical meters with electromagnetic flow meters at centre of Kelaa, Boumalne, Tinghir, Tagounite and Tazarine

Item Description:

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (http://www.ebrd.com) on 17/08/2018.

The Office National de l’Electricité et de l’Eau Potable, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of ONEE Water Supply Project.

The Purchaser now invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the loan: Replacement of mechanical meters with electromagnetic flow meters at centre of Kelaa, Boumalne, Tinghir, Tagounite and Tazarine.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

• The tenderer must have an average annual turnover of at least Four million One hundred Seventy Five Thousand Moroccan Dirhams excluding tax( 4.175.000,00 MAD), which is the total of effected payments received for on-going and / or completed contracts during the last three (03) years (2014-2015-2016).
• Experience as principal contractor in the context of at least two (2) contracts of similar work type and nature in the past five (5) years that include:
• Realization of the works of installation of drinkable water include works of supply and installation of the electromagnetic flow meters.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

All tenders must be accompanied by a tender security of Forty thousand Moroccan Dirhams (40, 000.00 MAD) or its equivalent in a convertible currency.

A project site visit is scheduled for 14/01/2019 at 10 hours (local time) at Agence Ouarzazate Tinghir. It is highly recommended for prospective tenderers to attend the site visit.

Tenders must be delivered to the office at the address below on or before Monday 18/02/2019 at 09h 00 min (local time), at which time they will be opened in the presence of tenderers representatives who choose to attend.
