    Item Description:

    The growth of violent extremism is an imminent threat to peace, stability and development. Absolutist ideologies that reject co-existence, tolerance and progress represent an existential threat to many countries. Such ideologies have found recruits especially amongst youth who believe they have been failed by the state and excluded from legitimate political and economic processes. The United Nations Development Programme (UNDP) as the leading development agency in the United Nations System has sought to understand the drivers of radicalization, its manifestations at the national and regional level and how government, communities and citizens can be supported to respond which ensures the protection and promotion of human rights.

    With this in mind, UNDP has developed a four (4) year regional project anchored in the Regional Programme based on an extensive consultation process with the African Union, Regional Economic Communities (including IGAD and ECOWAS), bilateral partners, CSOs including faith based institutions, academia/research institutions, media organizations, African governments and the wider UN family. The project articulates a development response and addresses structural, causative or perpetuating factors. The initiatives focuses on thirteen (13) countries including:

    OBJECTIVES OF THE SERVICE / WORK

    This TOR relates specifically to UNDP’s work on building resilience of African based faith institutions. The objectives will focus on strengthening the governance and capacities of Mosques, Madrassash and Imams to:

    • prevent and counter violent extremism
    • strengthen their resilience in resisting violent extremist groups
    • strengthen inter/intra faith dialogue promoting values of tolerance.

    Concretely, the project component sought achieved under this TOR, seeks to strengthen the capacity of Madrassah and Mosque institutions in Tanzania, to counter violent extremism, by way of building their capacity to govern effectively and in accordance with standards of good governance as it relates to leadership, . . .

    SCOPE OF THE SERVICE / WORK

    Under the overall guidance of UNDP’s Regional Governance and Peacebuilding Director and in close collaboration with UNDP regional CVE Programme Coordinator, the Provider will be responsible for the following tasks:

    1-6 months:

    • Develop proposed methodology which will be signed off by UNDP within the first month of the project.
    • Assess the context and survey the landscape including faith-based institutions, groups working on inter and intra-faith issues and other relevant issues in Tanzania with a view to build partnerships and assess the readiness of faith-based institutions in the select countries to collaborate around the objectives of the programme.

    EXPECTED OUTPUTS / DELIVERABLES

    To be achieved within the first 6 months:

    1. Proposed methodology to be prepared within the first month and agreed with UNDP including curriculum development, pilot and roll out of materials, visibility plan and monitoring and evaluation plan.
    2. Mapping of key national/local stakeholders in faith-based organizations in three pilot countries.
    3. Assessment of existing governance guidance and teaching material in use by faith-based organisations.
    4. Three national retreats (one in each pilot country) organized to review capacity needs and agree on work plan.

    To be achieved within 12 months:

    1. A first draft of new and/or adapted governance guidance and teaching material developed and translated, in collaboration and as agreed with national/local faith-based stakeholders.

    MINIMUM ORGANIZATION AND CONSULTANCY TASK FORCE REQUIREMENTS

    The prospective Service Provider is expected to meet the following minimum requirements:

    • At least ten (10) years of practical experience in empowering faith-based communities and leaders, young people and women within them.
    • A demonstrated track record in Mosque leadership training and Madrassah management and safeguarding training.
    • An understanding and appreciation of contemporary thinking on countering violent extremism.
    • Demonstrated track record of development and production of high quality governance guidance material and syllabus for faith-based organizations that is based on the principles of non-violence, tolerance and universal human rights.
