Consultant to support Health System Performance Assessment framework for Estonia

The Organisation for Economic Co-operation and Development (OECD), an intergovernmental organisation headquartered in Paris (France), is launching this Market Consultation in order to source an external consultant who will support the OECD’s ELS team with the project “Health System Performance Assessment framework for Estonia”. The project will enable national authorities in Estonia to have a clear health information system governance and an agreement on a systematized list of health system monitoring indicators and objectives. In order to do so, the OECD will analyse the current status quo of HSPA in Estonia. This will include a review of the previous HSPA effort, implementation, challenges and opportunities. It will include an identification of the main stakeholders and definition of their current roles, sources and quality of currently collected data, current policy context and governance structures, and strengths and weaknesses of current practices. The second aim of this project is to produce a revised HSPA framework, including a description of the supporting governance structure and the required supporting health data infrastructure, and a high-level roadmap for implementation. The timeline for this work will be September 2021-March 2023.
