Item Description:
The European Medicines Agency (referred to below as ‘EMA’ or ‘the Agency’) is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice in the Official Journal of the European Union, the invitation letter, the tender specifications and their annexes including the draft contract. All documents are enclosed in the attached ZIP File.
Objective of the tender
Access via subscription to databases and other electronic information sources, i.e. access to Medline Index complemented with full-text journals, to a comprehensive biomedical index, to a newswire database, and to an evidence-based database.
The Agency considers that it may require:
- Lot 1: Access to MEDLINE Index complemented with full-text journals (MEDLINE COMPLETE or equivalent), which enables staff to electronically access bibliographical data covering major clinical and healthcare disciplines, including medical sciences, pharmacy and pharmacology, biology, chemistry, veterinary, public health, and others, based on the MEDLINE Index. This access will allow Agency staff to identify and access relevant articles in their field of research.
- Lot 2: Access to a comprehensive biomedical index (EMBASE or equivalent), which enables staff to electronically access bibliographic reference data covering major clinical, pharmacological and healthcare disciplines, i.e. biomedical and pharmacological bibliographic records with citations, abstracts and indexing derived from biomedical articles in peer reviewed journals, and other publications on the subject of drug and pharmaceutical research.
- Lot 3: Access to an independent newswire database (APM or equivalent), which provides realtime news about the EMA, regulatory, policy and market-oriented news, mainly from Europe, and healthcare and pharmaceutical industry news. This access will provide EMA with continuous access to the latest information and/or breaking news in real-time, when it is first published. The Agency must be well-informed of relevant regulatory, healthcare and pharmaceutical industry-related news which are pertinent to its activities.
Tenderers should note that the example given in brackets for each lot after the title, e.g. (EMBASE or equivalent) is given purely to assist the tenderers to best understand the requirements of the Agency, in order to ensure that the requirement is sufficiently detailed and intelligible. Databases or other electronic sources proposed must meet the minimum requirements set out in Section 3.2 of the Technical Specifications and shall be evaluated against the criteria set out in these specifications. Any tender offering a database or other electronic source meeting these requirements shall be evaluated against the criteria.
