Extension of the HIV Situation Room (Re-tendering)

Item Description:

The purpose of this Request for Proposal is to enter into a contractual agreement with one or more successful bidder(s) to carry out the upgrade of the current HIV Country Situation Room and develop the concept for 3 to 5 other countries.

In 2015, UNAIDS has developed the concept of a HIV Situation Room to better monitor data that relate to Fast-Track priorities, i.e. testing, treatment and retaining people on treatment. The solution is built from national and sub-national data sources. These include logistics information (commodities such as test kits and ARVs delivered; monitoring stock-outs) and service delivery statistics (number of tests done, number of people on treatment, number of people retained after 12 months), such as from District Health Information Systems.

The concept has been successfully launched in one pilot country, UNAIDS HQ, seven UNAIDS regional offices and two UNAIDS liaison offices.

The HIV Situation Room is a data visualization platform for collaboration, discussion and taking managerial decisions. The original concept was a physical room which has progressively evolved into a virtual space. Users of the HIV Situation Room are able to analyze the collected data, established trends, share reports and actively steer the discussions by providing clear rationale to decisions.

The work to be performed includes several work packages. Bidders can submit proposals for all packages or a subset of them depending on their area of expertise.
